The Multiprofessional Economic Chamber (CEM) of Saint Barthélemy is a public territorial establishment.
Founded in 2008, the CEM's main mission is to represent the interests of trade and industry, services, trades and crafts, agriculture and the liberal professions. A real link between businesses and administrations, it provides a local contact for business creation (CFE) and gives the island's inhabitants the opportunity to develop their skills through professional training.
The CEM has the particularity of bringing together the Chamber of Commerce and Industry, the Chamber of Trades and Crafts and the Chamber of Agriculture. This triple role makes it unique in France.
Our main mission is to support local businesses in their creation and development.
Defending the interests of local businesses is our primary objective.
The birth of the CEM is directly linked to the creation of the Collectivité de Saint-Barthélemy by the organic law of 21 February 2007.
The Collectivity wished to create a consular structure and on 20 December 2007 the Territorial Council adopted a resolution to create a territorial public establishment called the Chambre Économique Multiprofessionnelle (CEM).
On 8 November 2008, the constituent elections of the CEM took place, giving way to new elected members.
Between 2008 and 2010, the CEM does not really have any missions other than consultative.
It was not until 13 July 2010 that the State signed an agreement delegating the competence of the Centre de Formalité des Entreprises (CFE).
The same year, on 24 November, the CEM Training Centre was created to develop training on the territory.
On 18 October 2012, the State signed the convention delegating the competences of the Chamber of Commerce and Industry and the Chamber of Trades and Crafts.
It was only on 13 June 2014 that the CEM was given the competences of the Chamber of Agriculture.
Today, one of the particularities of our institution is the reunification into a single Chamber of Commerce, Crafts and Agriculture. Since 5 October 2015, we have been responsible for issuing cards for the real estate professions in Saint-Barthélemy. This is a great help for this sector of activity on an island like ours.
The last major mission was delivered to us on 3 October 2016, by a prefectoral order from the DIRECTE authorising the CEM to collect the apprenticeship tax. This competence was used for 3 years before being transferred to the URSSAF in 2020.
